If you want to get a load of mug shots at a single website, you would be better-off finding one which specializes in crimes committed by wealthy citizen, or a website which has a database of celebrity mug shots. Smoking is one of the more popular mug shots databases. Ridiculous celebrity outfits, mug shots, it has tonnes of crazy and fun stuff. There are also plenty on the website lookwhosinjail.net, which even has details of the crime.

People also put mug shots of various forums and blogs around the internet. The blogs are often frequently updated as news appears that a celebrity has been jailed or busted around the whole. These blogs allow you to look who's in jail anytime.

Small, or local celebrities often won't have their pictures posted online. However you can contact city halls, but this could be expensive. The fact that the records are public, means that under the freedom of information act you can see any mug shots you would like. This is how most journalists find out someones criminal history. It is not free, and you will have to pay for your copy. Much like the news, there is some joy produced from reading celebrity criminal records and also seeing their jail mug shots.
